Habibullah Khan inherited the Afghan throne in October 1901 following the death of his father Abdur Rahman, who had spent two decades consolidating central authority with an iron hand. This rupee, struck in the first full year of Habibullah's reign, comes from a period when he was actively negotiating a more independent foreign policy than his father had managed — Abdur Rahman's 1879 Gandamak treaty had ceded Afghan foreign affairs entirely to British India.
The Kabul mint remained the sole striking facility throughout his reign, and output was constrained by both equipment limitations and the transition in administration following succession.
