Pakistan's small-denomination rupee notes of this period were printed domestically by the Pakistan Security Printing Corporation in Karachi — a deliberate policy shift away from the foreign printing contracts that had supplied the country's currency needs in its earlier decades. The PSPC had been established in 1963 partly to reduce that dependence, and by the mid-1970s it was handling the full run of low-value notes.

Three different secretaries to the government signed across this series during its production span, making signature variety the primary collector distinction within P#24A.
