The Maldivian State's early paper issues are among the more obscure colonial-era notes from the Indian Ocean region. This 1 Rufiyaa belongs to a series issued under the authority of the Maldivian Sultanate during a period when the islands remained a British Protected State — a relationship that persisted until full independence in 1965. Bradbury Wilkinson handled security printing for dozens of dependent and post-colonial territories during this period, and the Maldives contract was one of their more minor commissions.

Pick 2 is genuinely scarce in any grade; the Maldives had a small and largely cash-subsistence economy, and early paper issues saw hard use in a humid tropical environment that is particularly unkind to paper fibre.
