Belarus began issuing collector-grade circulation commemoratives in copper-nickel partly to offset the costs of its broader precious-metal commemorative program, which by the 2010s had grown unwieldy in both volume and unsold inventory. This piece was timed to the 2016 Rio Games, during which Belarusian athletes competed under persistent doping scrutiny following the country's involvement in the wider Russian state-doping scandal investigated by the McLaren Report, published that same year.
