Issued to mark the fifteenth anniversary of the Belarusian constitution adopted on 15 March 1996 — a document that significantly expanded presidential powers and was passed via a referendum whose legitimacy was disputed by the opposition and international observers. Lukashenko's government used the anniversary as an occasion for commemorative currency while the constitutional framework it celebrates remains the legal foundation for one of Europe's most centralized executive systems.
