Belarus issued this rouble in 2022 under the National Bank, an institution that had spent the preceding two years navigating the economic fallout from the 2020 presidential crisis — Western sanctions, a collapsing currency, and an economy increasingly tethered to Russian monetary policy. Collector issues denominated in roubles during this period carry an odd duality: official instruments of a central bank whose independence had become largely nominal.

KM#729 is part of a broader Belarusian commemorative program that accelerated sharply after 2020, partly as a revenue mechanism when conventional financial channels narrowed.
