The Semireche Regional State Bank operated out of Vernyi (present-day Almaty) during the Civil War period, when central authority had effectively collapsed across Central Asia and Siberia. This 1 Rouble belongs to a series of emergency regional issues that filled the vacuum left by the breakdown of Romanov-era and then Provisional Government currency supply chains — Semireche being geographically isolated enough that waiting for notes from Omsk or any other White-aligned center was simply not practical.
The series is sparsely documented, and surviving examples are genuinely uncommon. By 1920 the Red Army had consolidated control over the region, rendering these notes worthless almost immediately after issue.
