Georgy Sedov's 1912 Arctic expedition was privately funded after the Imperial Russian government refused to back it — the Navy dismissed him as underqualified, and the scientific establishment was openly hostile. He died on the ice in February 1914, roughly 180 miles from the Pole, while his frostbitten crew dragged him on a sledge toward Franz Josef Land.
Belarus issuing this commemorative is a geographic curiosity: Sedov was born in what is now Ukraine, sailed under the Russian imperial flag, and has no particular connection to Belarusian territory.
