Obverse description The denomination numeral «1» in large bold type occupies the left portion of the note, flanked by vertical Cyrillic inscriptions reading «ОДИН РУБЛЬ» along the left margin. The upper right field carries the issuing authority's name and a printed serial number, below which the legend «КРАТКОСРОЧНЫЙ ВЫПУСК» (Short-term issue) appears. Two handwritten signatures — those of the Acting Chairman of the People's Revolutionary Committee and the Treasurer — are inscribed in the lower right area.

The Sakhalin Oblast People's Revolutionary Committee was a short-lived Soviet authority established in the chaotic period following the collapse of Kolchak's White forces in the Russian Far East. This 1 Rouble note belongs to an extremely limited local emission produced under conditions of near-total administrative and economic collapse — Japanese forces occupied northern Sakhalin from 1920 until 1925, and the Committee's actual territorial control was tenuous at best.

The S1276 series is among the rarer Far Eastern revolutionary emissions. Given the circumstances of issue and the near-certain destruction of most examples through the upheavals of the subsequent years, survivors in any condition are genuinely uncommon.
