Issued as part of Russia's ongoing commemorative program marking the federal ministries restructured under Putin's early administrative reforms, this rouble was struck at the Saint Petersburg Mint (SPMD). The Ministry of Economic Development and Trade itself was a product of a 2000 reorganization that merged several Soviet-era planning bodies — an institution that existed in this exact form for barely a decade before further restructuring dissolved it in 2012.
