Libau — the heavily Germanized Baltic port then under Russian imperial administration — issued emergency fractional currency in 1915 as the Eastern Front collapsed toward the city. The German military occupation that followed in May 1915 made much of this municipal scrip functionally obsolete within months of issue, which accounts for its relative scarcity in circulated grades.
The issuing authority, the Libausche Stadtverwaltung in German or Либавское Городское Самоуправление in Russian, operated in both languages simultaneously — a peculiarity of the city's administrative character that is often reflected in the bilingual typography of these notes. Unlisted in Pick, the series remains poorly documented.
