Soviet Vneshtorgbank issued these Foreign Trade Certificates — Vneshtorgbank certificates, or VTB certs — as a controlled-access currency for foreign visitors, diplomats, and Soviet citizens with hard-currency earnings. The 1976 series replaced an earlier format and came in two distinct subtypes: one with a yellow stripe, redeemable only in Beryozka hard-currency shops, and one without, which carried broader purchasing rights. The distinction mattered enormously to those navigating the Soviet shadow economy.
Counterfeiting was a serious concern. The KGB actively monitored Beryozka transactions precisely because these certificates represented a parallel monetary track invisible to the ruble system.
