Vneshtorgbank's Foreign Exchange Certificates were not currency in any conventional Soviet sense — they were a parallel instrument, issued to diplomats, foreign specialists, and Soviet citizens who had earned hard currency abroad, allowing them to shop at Beryozka stores stocked with goods entirely unavailable through normal retail channels. The 1965–1972 series carried a distinctive yellow stripe identifying it as Series D, distinguishing it from the earlier Series B and the later striped variants issued into the 1980s.
Possession by an ordinary Soviet citizen without documented entitlement was legally precarious. These circulated in a shadow economy at significant premiums over face value, which the state officially denied existed.
