Vneshtorgbank's Foreign Exchange Certificates were not ordinary banknotes. Introduced in the mid-1960s, they were issued to Soviet citizens and foreign visitors who surrendered hard currency at official exchange points — a mechanism that allowed the state to absorb convertible foreign money while giving holders access to Beriozka shops, where imported and otherwise unobtainable goods could be purchased. Ordinary rubles were explicitly refused at these establishments.
The FX32 series, distinguishable by its yellow stripe, was specifically designated for earnings from socialist countries, as opposed to the blue-stripe certificates tied to capitalist-country currencies — a hierarchy of convertibility embedded directly into the paper.
