Issued to mark the Customs Union of Belarus, Kazakhstan, and Russia — the trade bloc that entered into force in 2010 — this rouble is unusual for a Russian state coin in that it effectively commemorates a living foreign head of state. Lukashenko's inclusion alongside Nazarbayev and Putin on a circulating-format commemorative reflected the political optimism around Eurasian integration at the time, before subsequent events in Ukraine reshaped the bloc's dynamics considerably.
The coin was struck at the Saint Petersburg Mint in a relatively modest issue for the series.
