The Astrakhan Treasury issued local currency in 1918 as central authority collapsed following the Bolshevik consolidation — but Astrakhan itself remained a contested city, besieged by Red Army forces in early 1919 after a prolonged standoff between Bolsheviks, White forces, and local Cossack and Kalmyk factions. These notes predate that siege, issued when the local administration still needed functional currency to pay civil staff and maintain basic commerce along the Volga trade routes.
Regional emissions like this one were typically printed on whatever stock was available, and P#S441 is no exception — paper quality varies considerably between surviving examples.
