Issued to mark the Third Malaysia Plan (1976–1980), the government's five-year development blueprint that prioritized rural poverty eradication and industrial restructuring in the aftermath of the May 13, 1969 racial riots. The plan was a cornerstone of the New Economic Policy, itself designed to recalibrate wealth distribution between ethnic communities — a politically charged mandate that shaped nearly every aspect of Malaysian public spending for a generation.

Commemorative ringgit pieces of this period were struck in relatively modest quantities and saw limited circulation, making worn examples the exception rather than the rule.
