The Royal Opera House Muscat, inaugurated in October 2011 after more than a decade of construction, was built entirely at Sultan Qaboos's personal direction — no legislative body approved the expenditure, no public consultation was held. Qaboos had studied at the Royal Military Academy Sandhurst and developed a deep affinity for Western classical music, an enthusiasm almost entirely absent from Gulf political culture of his generation.
This commemorative was issued the same year as the opening, timed to coincide with the inaugural season headlined by Plácido Domingo.
