| Obverse description | The obverse features the Coat of Arms of Cyprus at centre, depicting a dove carrying an olive branch above the date 1960, set within a heraldic shield, all enclosed by a wreath of olive branches. The trilingual legend encircles the design along the periphery, reading CYPRUS in Latin script at lower left, KYΠΡΟΣ in Greek script at upper centre, and KIBRIS in Turkish script at right. The date 2004 appears in the lower field, flanked by decorative dots. The design is rendered in high relief against a mirror-polished proof field. |

| Additional information |
Cyprus joined the European Union on 1 May 2004 alongside nine other nations in the bloc's largest single enlargement, though it did so while still technically divided — the northern third of the island remained under Turkish military occupation following the 1974 invasion, meaning Brussels effectively absorbed a state with unresolved territorial partition. The accession applied only to the government-controlled south, with the acquis communautaire suspended in the north pending reunification talks that have yet to produce a settlement.
The .925 silver version shares its specifications with the contemporaneous cupro-nickel circulation strike, a pairing common to Cypriot commemorative practice of this period.
