Regensburg occupied a peculiar constitutional position in the late Holy Roman Empire — it was simultaneously a Free Imperial City and the permanent seat of the Reichstag, which had met there without interruption since 1663. That perpetual diet gave the city an outsized political profile relative to its modest economic weight, and its continued right to strike coinage was as much a symbol of that status as a practical necessity. Silver pfennigs of this size and denomination were marginal currency even by the standards of the time.

The two Beckenbauer references likely correspond to distinct die pairs within the issue, a common situation for small pfennig coinage where multiple working dies were cut across a short production run.
