Crailsheim notgeld like this Habermeier piece emerged from the acute small-change shortage that gripped Germany in 1918 as base metals were diverted wholesale into war production. Private merchants and firms were legally permitted — under loosely applied imperial ordinance — to issue their own emergency pfennig tokens, effectively deputizing commerce itself to keep transactions functioning. Habermeier was almost certainly a local tradesman whose tokens circulated within a tightly bounded commercial radius, redeemable only at his own establishment.
