Nuremberg's independent coinage ended abruptly in 1806 when Napoleon's reorganization of German territories dissolved the Holy Roman Empire and absorbed the city into the newly created Kingdom of Bavaria. These pfennigs, struck in the final months before that annexation took effect, represent the last gasp of a mint tradition stretching back to the medieval period. Bavaria formally took control in September 1806, which makes the 1807-dated pieces something of an anomaly — likely struck from dies prepared before the transfer of authority was fully enforced.
