Cuba's millennial commemorative program of the late 1990s and early 2000s produced a large volume of collector-targeted issues, many exported through European dealers rather than circulated domestically — the Cuban peso's purchasing power at the time made copper-nickel souvenirs largely irrelevant to ordinary Cubans navigating the dual-currency system introduced after the Special Period.
