Cubacafé operated as a state enterprise managing Cuba's coffee export sector during the Special Period — the economic crisis that followed the Soviet collapse. These peso-denominated stimulus coupons were issued to workers as a productivity incentive, redeemable within the enterprise's own internal economy rather than through the national banking system. They exist in a grey zone between currency and voucher.
The 1995–1998 date range reflects the peak years of Cuba's internal scrip experimentation, when dozens of state enterprises issued their own parallel instruments to retain and motivate workers when peso wages had effectively lost purchasing power.
