Cuba's early 1990s commemorative program was a direct response to the "Special Period" economic crisis triggered by the Soviet Union's collapse in 1991, which eliminated roughly 80% of Cuba's import capacity overnight. Hard currency was desperately needed, and the mint pivoted aggressively toward foreign collector markets, flooding catalogs with themed issues covering dinosaurs, ships, and wildlife.

Nickel bonded steel was the practical consequence of that same crisis — nickel reserves that once supplied the USSR now had to generate export revenue rather than coin blanks.
