Cuba's early 1980s commemorative program targeted the Western hard-currency market almost exclusively — these coins were never intended for domestic circulation. The FAO and various international sporting themes were packaged for sale abroad, generating foreign exchange the government badly needed following the collapse of preferential Soviet trade arrangements.

The marlin issue belongs to a fishing sports series that coincided with Cuba's longstanding promotion of offshore sportfishing tourism, a revenue stream Havana pursued even as broader tourism infrastructure remained tightly controlled.
