Cuba's state minting enterprise produced a series of foreign-leader commemoratives throughout the 1990s and 2000s, largely targeting the collector and tourist export market rather than domestic circulation. Mao appears in this series alongside figures including Che Guevara and Ho Chi Minh — ideological companions grouped by political affinity rather than any specific bilateral occasion.
The pieces were sold through CIMEX and similar hard-currency outlets on the island, priced well above face value in convertible pesos. Domestic Cubans using the standard peso had no practical access to them.
