Cuba has produced commemorative peso issues in this format fairly continuously since the 1970s, many of them targeted squarely at the collector export market rather than domestic circulation. The 2011 Independence issue falls into that category — struck for foreign buyers at a time when hard currency acquisition remained a central function of the Cuban state's numismatic program.
