The Gobierno Provisional under Victoriano Huerta printed enormous quantities of these notes in 1914 as the regime scrambled for revenue while simultaneously losing control of the country. Constitutionalist forces under Carranza refused to recognize Huerta's paper entirely, and local commanders on both sides issued their own competing currencies — which meant this note circulated, if at all, in a deeply fractured monetary environment where acceptance depended entirely on who held the guns in a given town.

Printed domestically by the Oficina del Gobierno rather than contracted abroad, production quality is noticeably uneven across surviving examples. Huerta fled Mexico in July 1914, and much of this emission was formally repudiated shortly after.
