Paraguay's public debt administration — not the Banco del Paraguay y Río de la Plata — issued this note as part of a specific mechanism for servicing foreign debt obligations in the wake of the country's prolonged fiscal crisis following the Paraguayan War. The Administración de la Deuda Pública functioned as a semi-autonomous entity, and its paper circulated alongside conventional bank notes in a country whose monetary system had never fully recovered from the catastrophic population and economic losses of 1864–70.
The American Bank Note Company engraved and printed the series in New York. ABNC's involvement ensured consistent intaglio quality, and the watermarked stock was sourced specifically to deter the local forgeries that had plagued earlier Paraguayan issues.
