Cuba's late-1980s commemorative program was driven largely by hard-currency need — these pieces were struck for export sale to collectors, not for domestic circulation, at a moment when the peso's purchasing power made foreign exchange critical to the state. The "Charity Church" issue references the Iglesia de la Caridad in Santiago de Cuba, whose patroness, the Virgen de la Caridad del Cobre, is Cuba's national patron saint. The copper mines at El Cobre have been worked since the 16th century, making the location inseparable from the island's colonial economic history.
