Cuba launched an ambitious series of collector-oriented peso issues in the late 1970s and early 1980s, partly to generate hard currency from foreign numismatic markets at a time when the U.S. embargo severely limited the island's access to dollar-denominated trade. This piece belongs to that program. The domestic population had little reason to handle it — these were effectively export products dressed as coinage.
