Obverse description Plain cream paper ground with letterpress text throughout. The upper portion carries the title TREASURY EMERGENCY CURRENCY CERTIFICATE, followed by an authorization clause issued by the President of the Philippines and a redemption pledge by the Commonwealth of the Philippines. The central denomination ONE PESO appears in bold type beneath the SERIES OF 1944 inscription, with a payability clause in smaller text below. A circular red Commonwealth of the Philippines official seal is impressed at the right, and the issuer's name NEGROS EMERGENCY CURRENCY BOARD is printed above the signature line at the foot.

Reverse description Printed in red on plain cream paper, the reverse presents a simple rectangular border frame with the large central text ONE PHILIPPINES PESO arranged in three lines. Decorative floral vignettes appear at each of the four corners, and the denomination ONE PESO is repeated in vertical orientation along both side margins as well as horizontally in the lower corners, lending the design a symmetrical, utilitarian character typical of wartime emergency issues.
