Riohacha, on Colombia's Guajira coast, was a functionally isolated town in 1900 — cut off from Bogotá by geography and, at that moment, by the Thousand Days War, the ruinous civil conflict that ran from 1899 to 1902. Emergency notes issued under military-civil command structures proliferated across Colombian departments during this period precisely because central banking had effectively collapsed and local commanders needed to pay troops and requisition supplies.
The Jefatura Civil y Militar designation marks this as a wartime administrative instrument, not a conventional departmental issue. Magdalena's northern frontier position made it a contested zone throughout the conflict.
