Zurgena is a small municipality in Almería province, and like hundreds of Spanish towns during the Civil War, its local council issued emergency paper fractional currency when coinage effectively vanished from circulation after 1936. These consejo municipal notes were a purely local solution to a national problem — each one was only valid within the issuing town's limits, which is precisely why so many series were printed in tiny quantities and survive in such small numbers today.
The Gari Monereo catalog reference places this among the documented Andalusian issues, though documentation for Zurgena's emission is thinner than for larger municipalities.
