Yébenes is a small municipality in the province of Toledo, and like hundreds of Spanish towns, it issued its own emergency paper money during the Civil War years when small-denomination coinage effectively vanished from circulation. The Consejo Municipal issues from this region are among the more obscure entries in Gari's catalog, produced locally with minimal technical infrastructure and often surviving in very small numbers.

The Gari Mon#1646-C reference places this within a well-documented but thinly collected category. Local emergency emissions from Castilla-La Mancha towns are frequently undervalued relative to their actual scarcity.
