Vilassar de Mar was one of hundreds of Catalan municipalities that issued their own emergency paper currency during the Spanish Civil War, after the Republican government's decree of September 1936 effectively acknowledged that the banking system had collapsed at the local level. The Consell Municipal — a body reconstituted under anarcho-syndicalist and leftist coalition pressure in many towns — needed small-denomination scrip simply to make change, coinage having vanished almost overnight into hoarding and melting.
C.A.M. in Barcelona handled an enormous volume of these municipal commissions simultaneously, which is why production quality varied so sharply across the series. Turró catalogues this piece as #2887, placing it well into the long tail of the Catalonian emergency emissions.
