Vilanova de Bellpuig is a small municipality in Les Garrigues, Lleida, and like hundreds of Catalan towns it was forced to produce its own emergency fractional currency during the Civil War after Republican-zone coinage all but vanished from circulation by 1936–37. The Ajuntament issued these locally on whatever card stock was available, which varied batch to batch — accounting for why surviving examples show considerable variation in paper weight and color.
Turró catalogues over 3,000 such municipal issues. That number alone explains why Bellpuig notes attract collectors of Catalan guerra civil material rather than general Spanish collectors.
