Verges is a small municipality in Girona province, and like dozens of Catalan towns during the Civil War, its local council issued emergency paper-substitute coinage after the Republican government's Decree of 21 June 1937 authorized municipalities to produce their own fractional currency. The national coin supply had effectively collapsed under wartime pressure, and cardboard discs became the practical answer.
The Turró catalogue remains the authoritative reference for these Catalan municipals, and the 1548-A Garrí Mon designation confirms this as the primary variety rather than a later reissue.
