Vallbona de les Monges is a village in the Urgell region of Catalonia with a population that barely exceeded a few hundred in the 1930s. During the Spanish Civil War, the Republican government's inability to maintain adequate small-denomination coinage in circulation prompted thousands of Catalan municipalities — including the most rural — to issue their own emergency paper currency under a decree permitting local authorities to fill the gap. Turró catalogs over 2,600 such issues from Catalonia alone.
The stamp security feature here is typical of these village emissions: a municipal seal applied by hand, the only authentication most ayuntamientos could manage.
