Sta. Creu de Xutglar is a small village in the comarca of Pla d'Urgell, Catalonia, and like dozens of similar rural communities during 1936–37, its agricultural cooperative stepped into the monetary vacuum left when Republican Spain's coin supply collapsed under wartime hoarding and metal requisitions. These locally issued emergency notes — known collectively as moneda de necessitat or "guerra civil locals" — were produced by cooperatives, municipalities, and unions across Catalonia in the hundreds of different types, with card stock often substituting for proper banknote paper simply because that was what was available.
The Gari Mon catalogue remains the principal reference for these Catalan locals; the B suffix on #1317 typically distinguishes a variant in color, overprint, or stock from a primary type.
