Rialp is a small municipality in the Pallars Sobirà comarca of the Lleida province, and like hundreds of Catalan and Spanish local councils during the Civil War, it issued its own fractional currency after the Republican government's decree of late 1936 effectively sanctioned municipal paper to address the acute coin shortage caused by hoarding and metal requisitions. The printer, Josep Güell of La Pobla de Segur, produced emergency notes for several Pallars-area councils during this period — a practical arrangement given the isolation of these Pyrenean communities.

Turró catalogues over 2,000 distinct Spanish Civil War local issues, and Rialp's 1 Peseta sits deep in that long tail of minor municipal emitters.
