L'Escala was a small fishing town on the Costa Brava, and like hundreds of other Catalan municipalities it issued its own emergency paper currency during the Spanish Civil War after the Republic's central banking system failed to supply adequate small-denomination coinage. The Consell Municipal series — authorized under Generalitat de Catalunya decree — represents one of the more obscure corners of the 1936–37 local currency explosion, with many issues surviving only in tiny quantities because the towns themselves were small and production runs were correspondingly limited.
