Foyos is a small municipality just north of Valencia, and like dozens of Valencian towns in 1937, its local council issued emergency fractional currency after the Republican government's wartime disruption of the coin supply emptied everyday commerce of small change. The Consejo Municipal handled this through purely local means — Tip. M. Zamit was a printer in the neighboring town of Meliana, roughly two kilometers away.

The thick card stock was a deliberate practical choice, not a security measure — thin paper at this size would have disintegrated within weeks of handling. The official stamp served as the primary authentication, since plate engraving was well beyond the budget or ambition of a village print run.
