Flaçà is a small railway junction municipality in the Baix Empordà comarca of Girona, and like hundreds of Catalan towns during the Civil War, its municipal council issued emergency small-change notes in 1937 to compensate for the near-total disappearance of metallic coinage from circulation. The Republican government's inability to maintain a functional coin supply forced even villages of a few hundred inhabitants into local monetary improvisation.

The printer, Imprenta C. Barnés of Palamós, handled a number of these Girona-province municipal issues during the same period — a regional shop doing urgent work for urgent circumstances. Flaçà's series is among the less commonly encountered of the Turró-catalogued Baix Empordà emissions.
