Fiñana is a small municipality in Almería province, and this note is a product of the acute small-change crisis that paralyzed Republican-held Spain from 1936 onward. The collapse of metallic coin circulation forced hundreds of Spanish municipalities — many of them tiny — to print their own emergency fractional currency, the billetes de necesidad. Fiñana's issues are among the more obscure Andalusian examples in the Gari Montserrat catalogue, and the survival rate reflects that: these were printed in small runs for purely local use and rarely left the town.
The Gari Mon#647-C reference places this within a known series for the consejo, though documentation on exact print quantities is absent.
