Empori was a tiny municipality on the Costa Brava, and like hundreds of Catalan villages during the Spanish Civil War, its local council issued emergency small-change notes — moneda municipal — to fill the vacuum left by hoarded coins. The Republican government had effectively lost control of fractional currency by mid-1937, forcing municipalities to improvise. Turró catalogs over a thousand such issues; this is entry 927, from a printer in nearby Palamós that handled several neighboring councils' emergency needs.

These hyper-local issues typically circulated within the issuing village only, redeemable at the municipal treasury. By the time Franco's forces consolidated Catalonia in early 1939, most were declared worthless overnight.
