Cullera's local federation note is one of thousands of emergency fractional issues that flooded the Republican zone after the military uprising of July 1936 disrupted coin circulation almost overnight. The Federación Local de la UGT — the socialist trade union federation — was among the many local labour organizations, municipalities, and cooperatives authorized, or simply emboldened, to print their own emergency scrip when the Banco de España could not plug the gap.
