Benicolet is a village in Valencia's Vall d'Albaida comarca with a population that barely reached 400 in the 1930s. That a municipality this small issued its own emergency currency during the Civil War is less surprising than it sounds — the Republican zone experienced near-total collapse of small coinage by 1937, and hundreds of Valencian townships printed their own paper to keep local commerce moving. The Consell Municipal, operating under anarchist or left-republican administration depending on the month, had few resources and less printing infrastructure.

The thick card construction was deliberate: thinner paper stock wore out within weeks under daily market use.
