Bell-lloc d'Urgell is a small agricultural municipality in the Pla d'Urgell comarca of Lleida, with a population that barely exceeded a thousand during the Civil War years. Like hundreds of Catalan municipalities in 1937, the local ajuntament stepped in to fill a vacuum created by the near-total disappearance of small-denomination metallic coinage — hoarded, melted, or simply gone — by issuing its own paper fractional currency under the Generalitat de Catalunya's emergency authorization framework.

Turró catalogues this as #372, placing it within the vast body of Catalan municipal wartime issues. These hyperlocal notes were redeemable only within the issuing municipality, which kept most in tight regional circulation and limits survivors today.
